DISTURBING DETAILS: Correction officer accused of trying to lure in underage girl for sex

An undercover operation led the the arrest of a correction officer who was charged for trying to entice a teen to meet up with him for sex.

MERIDEN, CT (WFSB) - An undercover operation led the the arrest of a correction officer who was charged for trying to entice a teen to meet up with him for sex.

Richard Hammell, 36, of Southington and an employee at the Manson Youth Institution in Cheshire, was charged with criminal attempt at risk of injury to a minor, criminal attempt at second-degree sexual assault, and criminal attempt at enticing a minor by computer.

The FBI, along with Meriden police, staged a sting operation during which they arrested Hammell on Oct. 12.

According to Hammell’s arrest warrant, an “online covert employee,” which is a certified FBI agent, started speaking with Hammell in early October over the Kik messenger smartphone app. Hammell went by the screen name “Tricky Dicky.”

The FBI agent pretended to be a 46-year-old man with a 14-year-old stepdaughter. The “man” claimed to be sexually active with the stepdaughter.

Hammell asked the agent if he ever shared the stepdaughter with others, to which the agent said it had happened in the past. The warrant said Hammel eventually stated that he wanted to engage in sexual relations with the 14-year-old female.

The document said Hammel sent pictures of his genitals to the agent with the message “I can’t wait for you to show her.”

The agent asked him if he had ever been active with an underage minor before, to which Hammel said “yeah, a few times.”

Hammell and the agent agreed to a meeting location on Oct. 12 in Meriden. The warrant said the suspect agreed to pick up a 12 pack of beer, some Halloween candy, and condoms.

An FBI surveillance team followed Hammell into a parking lot in Meriden.

Once he left his vehicle, he was taken into custody without incident.

Hammell was held on a $500,000 surety bond and faced a judge for the first time on Oct. 26.

Channel 3 made calls to the state for an update on Hammell’s employment status, but has not heard back.
