Troopers said they started to investigate after a Department of Children and Families report was made that suggested child abuse and neglect of a then 4-year-old girl.

The report was made on March 12, 2025.

State police said they learned that the child ingested an unknown amount of THC-containing products, which led to her hospitalization. THC is the psychoactive ingredient in cannabis.

According to Moan’s arrest warrant, which Channel 3 obtained on June 24, the products were referred to as THC “Skittles” or gummies.

The warrant mentioned phone records in which it was revealed that the gummies belonged to another juvenile in the home. The second juvenile messaged someone and said the 4-year-old “got into my Skittles” and later clarified they were “the weed ones.” The second juvenile also allegedly recorded video of the child appearing lethargic and struggling to stay awake.

Troopers said they learned that Moan waited until the next day to seek medical care for the child.

According to the warrant, Moan told police she noticed the child acting strangely the morning of March 12, including excessive laughter, lethargy, going in and out of consciousness, and going limp.

The 4-year-old was taken to Windham Hospital, but had to be transferred to Connecticut Children’s in Hartford for a higher level of care, the warrant said.

Medical records noted that the child tested positive for cannabinoids.

State police noted that the girl fully recovered.

However, the arrest warrant was granted.

Moan turned herself in to troopers.

They charged her with three counts of risk of injury to a child.

Moan posted her $50,000 cash/surety bond and was given a court date of July 2 in Danielson.
