Dispatcher in Meriden accused of misusing police computer system

MERIDEN, CT (WFSB) - A dispatcher was arrested for inappropriately using the police computer system in Meriden.

Police confirmed that they arrested 26-year-old Jonathan Miller on September 12.

Police began an investigation in August after they received a complaint that Miller misused the COLLECT/NCIC system to illegally access the home address of someone he knew.

Connecticut Online Law Enforcement Communications Teleprocessing and National Crime Information Center are systems that give police departments and other law enforcement agencies access to criminal justice data.

Miller was not a member of the police department, police said. He was described as an employee of the Meriden Communications Division.

Police say Miller worked for the Communications Division as a Dispatcher Trainee from 07/24/23 to 07/19/24. Miller was terminated while on probationary status for an unrelated incident.

During the investigation, officers learned Miller had confessed to a relative of the victim.

“The State of Connecticut CJIS Systems Agency was contacted and we requested that they conduct an audit on Millers, Collect usage between 03/11/2024 and 07/14/2024. Those records were produced on 08/30/2024,” said N’Koy Moore, Assistant Director of Emergency Communications, Meriden.

It was found Miller misused the COLLECT system on two separate occasions before he was fired. Police say Miller said he knew it was wrong to have illegally accessed the law enforcement database.

Miller was arrested and charged with two counts of computer crimes in the third degree.

He was released on a court-ordered written promise to appear.
