18-year-old accused of hitting troopers with crash in US illegally 

ENFIELD, CT. (WFSB) - The I-Team has confirmed the man accused of injuring two state troopers in a crash in Enfield is here illegally.

The Department of Homeland Security says that Joel Alexander Caica Nishve is from Ecuador and came here illegally in 2023.

They have since lodged a detainer for his arrest, meaning they have interest in deporting him.

18-year-old Caica is charged with reckless driving and operating without a license.

State police say Caica was driving too fast when he drove through standing water Thursday morning on I-91 northbound, hitting two state troopers.

Video shows the moment his car loses control and begins to spin out. The car then crashes into a police cruiser, sending both himself and two troopers to the hospital.

Caica is expected in Hartford Superior Court Tuesday. We will bring you the latest information when we have it.

Full Statement from a DHS Senior Official:

“Joel Alexander Caica Nishve is an illegal alien from Ecuador who was released into the U.S. under the Biden administration in 2023. On July 10, 2025, he was charged with reckless driving after he was involved in a car accident that seriously injured two Connecticut State Troopers. ICE has lodged a detainer for his arrest.”

The I-Team has emailed DHS to ask for more clarification regarding their statement that he was released. We’ve asked if that means he came in to the US through a program or had been in custody previously.
